Job Overview

The Executive Product Development of the Credit Guarantee Corporation of Cambodia (CGCC) will report to the Manager of Product Development on the development of new guarantee products, new product launches, market research, data analysis, promotion of guarantee products, services, and public awareness of CGCC.

Job Description

  • Assist in managing and developing Guarantee products to address the needs of SMEs.
  • Assist in preparing all aspects of the product development, including design, structure, features, pricing, workflows, and approval process.
  • Assist with new product launches, including product launch plans, roll-out timings, etc.
  • Conduct product training for internal colleagues and external stakeholders.
  • Conduct market research and analyze market data to provide recommendations on how to design CGCC’s products and provide CGCC’s service to meet the market’s needs.
  • Monitor and analyze sales trends and recommend marketing activities to achieve sales targets.
  • Maintain networking and collaboration with CGCC’s stakeholders, including SMEs, FIS, associations, and governmental institutions to assist the development of SMEs.
  • Undertake all other roles and responsibilities assigned by management from time to time.

Qualification

  • A minimum of bachelor’s degree holder in Economics, Finance, Business, Management, Public Administration, or other related fields.
  • Fresh graduate who has strong desire to work in the banking/financial industry.
  • Proven coordination, communication, interpersonal and diplomatic skills.
  • Ability to work effectively as a team with a sense of responsibility, flexibility, adaptability, and ability to learn and work under pressure.

Manager of Risk Management and Compliance

Key Responsibilities:

  • Support the Director of Risk Management and Compliance with the effective implementation of the Risk Management Framework (RMF) and Risk Appetite Statement (RAS) to establish an effective risk-based dashboard to identify, measure, monitor, control, and report company-wide risks.
  • Ensure that sound credit risk measurement and monitoring are developed and implemented throughout the company in a standardized manner.
  • Conduct an independent review of the credit guarantee applications/documents and provide the recommendation to the Director of Risk or the approval authority.
  • Assist risk owners to manage and control the risks of their respective Department/Unit, and provide support in reviewing internal control documents i.e., frameworks, policies, and procedures, etc.
  • Actively support efforts to identify and monitor compliance-related issues of each Department and report to DRMC and Senior Management.
  • Review and analyze the delinquent portfolio to identify key causal factors and lessons and make recommendations to the DRMC and Senior Management.
  • Prepare timely, comprehensive, and risk reports (operational risk and credit risk) on a regular basis and ensure.
  • Close monitoring of credit guarantee portfolio through dashboards i.e., exposure limit/ceilings, credit guarantee portfolio management, counterparty exposure limits.
  • Assist the DRMC in preparing the meeting pack for the Executive Committee (ExCo) meeting, and the Board Risk Management Committee meeting.
  • Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.

Qualification Requirements

  • Master/bachelor’s degree in Economics, Finance, Business, Management, Public Administration, or other related fields.
  • At least 3 to 5 years of working experiences in financial services, credit role or particularly in the above respective responsibilities.
  • Extensive knowledge of banking credit related policy, process, manual, flows and banking activities.
  • Strong understanding of Credit analysis and policies and risk management principles.
  •  Proven coordination, communication, interpersonal and diplomatic skills.
  • Ability to work effectively as a team with a sense of responsibility, flexibility, and adaptability, and ability to learn and to work under pressure.

Senior Executive of Risk Management and Compliance

Key Responsibilities:

  • Conduct independent review and assessment on the credit guarantee applications and provide the recommendation to Manager and/or Director of Risk Management and Compliance
  • Assist to manage the incident collection, and the internal and external fraud prevention
  • Assist to prepare risk management reports on regular basis and ensure all the reports are accurate
  • Close monitoring of single borrower guarantee limit, sector limit and other risk appetites imposed by CGCC
  • Work closely with relevant departments to enhance the credit guarantee granting process and credit guarantee reporting system
  • Review and comment on the risk and control documents from all respective departments
  • Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.

Qualification Requirements

  •  A minimum of bachelor’s degree holder
  • At least 3 years working experience in banking / financial industry as a credit analysis
  • Experience with banking risk management activities would be advantageous
  • Sound understanding of banking credit related policy, process, manual, flows and banking activities
  • The ability to effectively prioritize tasks, maintain timelines and manage/plan workloads effectively
  • Good Commands of Microsoft Office
  • Influential communication & presentation skill in English and Khmer

 

Senior Executive of Credit Administration

Key Responsibilities:

  • Verify, double check and ensure all PFI’s loan guarantee related documents both in soft and hard copies are completed and valid in compliance with the checklist for PFI’s guarantee applications.
  • Work closely with PFI to ensure that they are well served and work closely with CGCC’s relevant departments to ensure smooth and effective operations.
  • Record, update, and safeguard loan guarantee related documents/data submitted by PFIs.
  • Assist all aspects of centralized operations including credit operation, claims operation, loan recovery process, and so on
  • Assist the Manager, Centralized Operations on guarantee operational matters including developing operational procedures and policies.
  • Produce key loan guarantee report by monthly, quarterly, semester and yearly report for presentation to stakeholder includes CGCC’s Management team, and CGCC’s Board of Directors.
  • Build and supervise a team of appropriate skills to assist him/her in carrying out his/her duties and ensure that they are trained accordingly.
  • Carry out any other duties and ad-hoc assignments assigned by managements as and when required for CGCC.

Qualification Requirements

  • Master/Bachelor Degree in Economics, Finance, Business, Management, Public Administration, or other related fields.
  • At least 3 to 5 years of working experiences in financial services, credit role or particularly in the above respective responsibilities.

Key Responsibilities

  • S/he shall assist the HCO to develop all credit management and loan monitoring related policies, standard operating procedures and framework;

  • S/he is responsible for preparing and reviewing daily and monthly reports and delivering to related departments with accuracy and timely manner.
  • S/he is responsible for monitoring NPL reports by working closely with PFIs.
  • S/he is responsible for dealing all issues related to centralized operational matters with proper timeframe and building good relationship with PFIs.
  • S/he is responsible for providing training to existing or new PFIs related to GAF filling and/or monthly report submission to ensure speed up the turnaround time.
  • S/he shall carry out any other duties and ad-hoc assignments assigned to him/her by the HCO or Managements of the CGCC as and when required for CGCC.

Qualification Requirement

  • Master’s degree in economics, Finance, Business, or other related fields.
  • All the respective candidates shall preferably be local Cambodian candidates with a strong background in management level. They should have significant working experience in their respective responsibilities.
  • The candidates should have a minimum of 5 years of working professional experiences in the Cambodian financial services industry, particularly in the above respective responsibilities.

Executive of Procurement

Key responsibilities

  • Prepare bidding documents for each type of procurement that is determined by the CGCC.
  • Prepare and advertise announcement of public competitive biddings.
  • Receive bidding requests and clarify with bidders in case of having any questions related to biddings.
  • Keep bidding proposals and other documents in order and with confidential manner before opening bidding requests.
  • Organize the place for opening bidding proposals.
  • Follow up with contract implementation collaborated with technical officers and related skilful officers.
  • Coordinate and facilitate all aspects of procurement procedures to source and maintain adequate competitive quotations & liaise with the company’s external suppliers with particular emphasis on the purchases of inventories, office supplies, services, equipment, materials, and components.

Key responsibilities

Working in the Information Technology Services, the IT Security Assurance is responsible for, but not limit to the following duties and responsibilities:

  • Review and enhance the company IT Security policy, standard, and process to align with international standards, best practice, and regulations

Qualification Requirements

  • Bachelor’s degree of IT, Computer Science, or another related field
  • Several years’ experience of information security
  • Understanding of information security requirements. Formal security training would be a big plus
  • Knowledge of IT Security auditing processes
  • Some experience in technical writing and creation of policies and guidelines
  • Good verbal and written English skills to present to senior management.

Senior Manager of Internal Audit

Key Responsibilities

The role will be to lead the Internal Audit division and bringing a systematic and disciplined approach to evaluate and improve the effectiveness in risk management, internal controls and governance processes:

  • Evaluate the internal and external audit processes, including issues relating to the system of internal controls, risk management and corporate governance within the CGCC.
  • Undertaking internal audits to ensure the CGCC meets its financial, operational and compliance objectives and maintain open lines of communication between the Board, the internal and external auditors for the exchange of views and information, as well as to confirm their respective authority and responsibilities.
  • Help the Board of Directors Committee and Executive Committee to provide reliable, valued and timely assessment on the effectiveness of the system of internal controls mitigating current and evolving key risks to enhance the effectiveness of the risk management culture within the CGCC.
  • Performs audit work, including plan preparation, workpapers, finding, and associated reports; verifies the accuracy of financial records as they pertain to assets, liabilities, receipts, expenditures, and related transactions or oversee the conflict-of-interest situations and related party transactions.
  • Assess the efficiency and productivity of internal staff and make recommendations for improvement.
  • Participate and assist with the annual Internal Audit plan, taking direction from the Board of Directors, Audit Committee, and Management team.
  • Playing an active role in the maintenance and review of policies and procedures, including ensuring they are up to date with all legislation and best practices.
  • Effectively integrate with the business/finance/operation internal auditors to align and collaborate on the audit scope, work execution, and reporting.
  • Manage a team of business/finance/operation Internal Audit professionals, demonstrate outstanding leadership skills, and provide ongoing coaching and sharing of experience.
  • Collaborate with functional leads and provide thought leadership and risk and compliance support as changes in business, process and operations happen regularly and at a fast pace.
  • Promote thought leadership for new ideas and new ways of working to drive continuous improvements in the team’s delivery of internal audit services.
  • Monitor company and regulatory developments and develop recommendations for policy, process, technology and internal control improvements.
  • Participate in the development and execution of data analytics-based audits in your Internal Audit work.
  • Provide audit results in the form of measurable outcomes, expressed financially where possible i.e. “outcome-based audits.”
  • Carry out any ad-hoc duties assigned to IAD by the Board of Directors, Audit Committee and Management team as and when required for CGCC

 

Qualification Requirements

  • Bachelor or Master degree in Accounting, Audit, ACCA, CPA or other relevant fields.
  • Strong background and experience with audit methodologies and techniques.
  • Have a minimum of 7 years of internal audit experience and a strong knowledge of internal control principles.
  • Have significant experience working with internal control frameworks.
  • Experience working with multinational organizations is required.
  • Proven coordination, communication, interpersonal and diplomatic skills.
  • Excellent verbal and written communication skills in Khmer and English.
