Utilities Development Guarantee Scheme for Private Water Operators
Utilities Development Guarantee Scheme (UDGS) for Private Water Operators (PWOs) is a Portfolio Guarantee (PG) to support the Royal Government of Cambodia’s objectives of achieving universal access to clean water by 2030. This scheme is designed to improve private water operators’ access to formal financing by mitigating collateral constraints and providing credit guarantees under favorable terms and conditions.

UDGS for PWOs Scheme Features
Eligible Borrower
To be eligible for the Guarantee, the Borrower must fulfil the following requirements:
- Must be a Private Water Operator
- Must be a Cambodian-owned business (>50% shares owned by Cambodian or Cambodian’s entity)
- Have at least 1,000 connections
- Have at least 7 years remaining validity of the business license
Others Conditions:
- Must have a letter of confirmation from the Cambodian Water supply Association (CWA)
- Must have a certificate/letter of grant or technical assistance or project support from partner acknowledged by CGCC (Ex: water.org or other projects)
