Manager/Deputy Manager of Legal and Company Secretariat
Key Responsibilities
- Assist direct reporting line supervisor in drafting and reviewing legal documents including contracts/agreements and memorandum of understanding between CGCC, participating financial institutions (PFIs), stakeholder and suppliers, court documentation, guidelines, policy, law and regulations, to support the operation of Legal and Company Secretary Department (LCS).
- Assist in providing legal advice and solving legal matters to protect the CGCC’s interest.
- Conducting research of legal information, laws, governmental regulations, rules, circulars, orders, instructions, and others and keeping up to date with changing legislation that may impact CGCC’s business and organizing legal libraries.
- Drafting, formatting, and proofreading correspondence and basic legal documents, ensuring accuracy and consistency.
- Translating legal documentation
- Liaising with governmental regulators or authorities, legal counsel or lawyer, court on related matters and attending court process.
- Organizing board and sub-board meetings, preparing agendas and papers for the meetings.
- Convening and servicing meetings, taking minutes, drafting resolutions and meeting minutes, and arranging and maintaining these documents in an appropriate manner.
- Coordinating with the Board and sub-board for related matters.
- Drafting letters or documents on related matters and submit to the Ministry of Economy and Finance, other ministries or governmental authorities as necessary.
- Maintaining corporate statutory documentations including constituent document, corporate document approved by relevant authorities, and filing any documents with relevant authorities
- Attending any seminars, conferences, or events organized by CGCC, PFIs, stakeholders, ministries or governmental authorities.
- Collaborate with direct reporting line supervisor in developing and delivering legal education and training programs to internal staffs to build capacity and to foster a culture of professional development.
- Provide administrative support to LCS, including arranging files, tracking records, contract/agreements, other legal documents, travel arrangement, etc.
- Carry out any other duties and ad-hoc assignments assigned by management or when required by CGCC.
Qualification Requirements
- Master’s degree of law graduate. Company secretarial qualifications will be an added advantage.
- Minimum 5 to 8 years of experience working in law firm, in-house legal in banks, or financial institutions.
- Having knowledge on relevant Cambodian laws and regulations, especially banking and finance laws and regulations.
- Meticulous attention to detail and the ability to work well under pressure.
- Interpersonal skills and the ability to work with people at all levels
- Good organization and time management.
- An ability to take initiative.
- A flexible and practical approach to work.
- Strong Administrative skills and an aptitude for using IT Software.
- Strong verbal and written communication skills in both Khmer and English.
- Competence in Microsoft Office Software.
Senior Executive/Executive of Marketing and Communications
Key Responsibilities
- Plan, organize, execute, and support the Marketing and Business Development Division of CGCC in CGCC’s outreach events, including conferences, seminars, workshops, launching events, signing/partnership ceremonies, and SME training programs.
- Manage event logistics, including but not limited to venue selection, invitations, speakers coordination, and on-site execution, and develop event promotional materials & contents, and ensure consistency with CGCC’s branding guidelines.
- Support the development and execution of SME training programs of CGCC or Co-organized training programs with partners to improve financial literacy and access to finance of SMEs.
- Coordinate with training facilitators, speakers, and partners to ensure high-quality training sessions.
- Assist in developing training materials and digital contents for SME education initiatives.
- Collect feedback from SMEs and stakeholders to improve the effectiveness of training programs.
- Track and evaluate all CGCC’s events’ success through post-event analysis and reporting.
- Work closely with the marketing team to develop engaging digital contents for social media, including event highlights, promotional materials, etc.
- Assist in creating graphics, videos, and posts for outreach-related campaigns.
- Monitor audience engagement and feedback on outreach-related contents and recommend improvements.
- Coordinate market research for CGCC’s SMEs capacity building programs where possible.
- Carry out any other duties and ad-hoc assignments assigned by management or when required by CGCC.
Qualification Requirements
- Bachelor’s degree in Marketing, Public Relations, Media and Communications, or a related field.
- Minimum 3 to 5 years of experience in marketing, event management, stakeholder engagement, or business development.
- Strong event planning, project management skills, organizational skills, and attention to details in executing events and outreach programs.
- Experience in developing outreach materials and presentations.
- Experience working with financial institutions, SMEs, or government-related organizations is a plus.
- Ability to prioritize tasks, maintain timelines, and manage/plan workloads effectively.
- Knowledge of social media content creation, including basic graphic design and video editing skills (e.g., Adobe Photoshop or similar tools) are a plus.
- Strong verbal and written communication skills in both Khmer and English.
- Competence in Microsoft Office Software.
Senior Executive/Executive of Relationship Managment
Key Responsibilities
- Maintain a deep knowledge of company products and services.
- Maintain and building strong networking and collaboration with CGCC’s stakeholders, including SMEs, PFIs, associations, and governmental institutions to assist the development of SMEs.
- Monitor and analysing sales trends and recommending marketing activities to achieve sales targets.
- Conduct market research and analysing market data to pursue new business opportunities.
- Provide stakeholders with comprehensive product/service consultations and guiding their decision-making process.
- Upsell and cross-selling products/services.
- Resolve complaints and issues efficiently and in a timely manner.
- Ensure sales/revenue targets and customer satisfaction.
- Conduct product/service training to external stakeholders.
- Carry out any other duties and ad-hoc assignments assigned by management or when required by CGCC.
Qualification Requirements
- Bachelor’s degree in Economics, Finance, Business, Management, Public Administration, or other related fields.
- Minimum 3 to 5 years of working experiences in marketing, strategy, sales, business development in financial and/or banking sector.
- Proven skills in strategy, coordination, communication, interpersonal.
- Ability to work effectively as a team and individual with a sense of responsibility, flexibility, cooperation, adaptability, openness and willingness to learn.
- Ability to prioritize tasks, maintain timelines, and manage/plan workloads effectively.
- Strong verbal and written communication skills in both Khmer and English.

Senior Executive of Backend Developer
Key responsibilities
- S/he shall design, implement, and maintain server-side application logic.
- S/he shall develop RESTful APIs and services to support front-end requirements.
- S/he shall optimize application for maximum speed, scalability, and performance.
- S/he shall manage and ensure the performance, security, and responsiveness of APIs.
- S/he shall collaborate with front-end developers to integrate user-facing elements.
- S/he shall troubleshoot and debug complex application issues.
- S/he write clean, maintainable, and well-documented code.
- S/he stay up-to-date with backend development best practices and emerging technologies.
- S/he shall provide general technical support and other assigned tasks
Qualification Requirements
- Bachelor’s degree in Computer Science, Information Technology, or related field (or equivalent work experience).
- Proven experience as a Backend Developer or similar role.
- Proficient in backend programming languages (e.g., Python, Node.js, Java).
- Experience with frameworks like Express.js, or similar.
- Strong knowledge of databases (e.g., MySQL, PostgreSQL, MongoDB) and data modeling.
- Familiarity with cloud platforms (AWS) and microservices architecture.
- Experience with version control systems (e.g., Git).
- Strong problem-solving skills and ability to work collaboratively in a team environment.
- Knowledge of security best practices for web applications.
- The ability to express complex technical concepts effectively, both verbally and in writing.
- The proven ability to work independently and be self-motivated with minimal supervision and assistance

Executive of Procurement
Responsibilities
- Manage all sourcing and bidding activities in accordance with company process (negotiation, tendering, saving, tender award, contract, report and invoice).
- Facilitate communication and collaboration between internal and relevant stakeholders and give them support, especially daily operations, with all efforts to ensure cost-effectiveness, timeliness, and quality.
- Coordinate and facilitate for all aspects of procurement implementation & procedures.
- Ensure the company’s procurement is in accordance with the applicable laws and relevant regulations in Cambodia.
- Communicate and handle with the Finance and Business Analytics Department to ensure accuracy and timely payment to the suppliers.
- Work with the Internal Audit Department to improve actions, resolution of transactional issues, work with team and stakeholders for procurement process mapping and definition of improved process.
- Handle Supplier Relationship Management (Developing and maintaining relationships with suppliers, supplier performance evaluation, and collaborating with suppliers) to ensure process improvement and cost saving.
- Assist and support teamwork of work implementation to be done together as duties needed.
- Prepare and submit reports on procurement implementation to management.
- Undertake all other roles and responsibilities assigned by management from time to time.
Qualification Requirements
- Bachelor’s degree holders in Finance, Accounting, Economics, Business Administration, or related fields.
- At least 3 years of working experience in Procurement, Finance, Accounting, or Administration.
- Solid knowledge and understanding of procurement processes and project management.
- Ability to negotiate, establish, and administer contracts and strong communication.
- Strong conflict resolution and critical thinking skills.
- Ability to work effectively as a team with a sense of responsibility, flexibility, adaptability, and ability to learn and work under pressure.

Executive of Customer Services
Key Responsibilities
- To be the liaison person for CGCC to work and give information on the Guarantee Products and procedures, and Marketing and Business Operations of CGCC.
- Greet clients and welcome guests/visitors/customers in a polite & welcoming manner with a positive and helpful attitude as soon as they arrive at the office.
- Direct visitors to the relevant person and/or department.
- Answer and screen direct phone calls and social media inquiries in a timely and professional, and forward those inquiries to the relevant person and/or department.
- Provide excellent customer services.
- Provide basic and accurate information about CGCC business and products to public through in-person, phone/email, and social media inquiries.
- Receive, sort, and distribute daily incoming documents/deliveries.
- Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC
Qualification Requirements
- Bachelor’s degree in English, Business Administration, Management, Communication, or other related fields.
