Signing Ceremony on 3 Guarantee Schemes Agreements Between Credit Guarantee Corporation of Cambodia and Maybank

on 29 June 2026, Credit Guarantee Corporation of Cambodia (CGCC) and Maybank (Cambodia) officially held a signing ceremony to expand cooperation to promote access to finance for businesses in Cambodia through three agreements on Individual Guarantee Plus (IGPlus), USD 10 million of Rice Export Guarantee Scheme (REGS), and USD 10 million of Wholesale Guarantee Scheme (WGS). Through this partnership, CGCC will guarantee almost all types of business loans disbursed by Maybank – new loans, existing loans, refinancing loans.

CGCC and Maybank aim to promote the use of credit guarantees to support businesses with potential, especially those facing collateral constraints in accessing to finance. This cooperation also reflects the shared commitment of both institutions to supporting private sector development, improving financial inclusion, and contributing to Cambodia’s sustainable economic growth.

Upon this collaboration, Maybank will be able to further utilize CGCC’s guarantee mechanisms to support eligible borrowers, particularly businesses in priority sectors of Royal Government of Cambodia that require financing for working capital and business expansion.

Through the Individual Guarantee Plus (IGPlus), borrowers can submit an Expression of Interest to CGCC or submit through Maybank to obtain a guarantee of up to USD 10 million per loan for working capital and business expansion and allows CGCC and Maybank to jointly assess the borrowers’ repayment capacity. This scheme specifically is designed to support government policies, strategies, and priority sectors, including the rice sector, cassava, manufacturing, social housing development, and affordable housing.

CGCC and Maybank also expand the support for rice exporter and rice miller to promote Cambodian Rice Export through CGCC’s Rice Export Guarantee Scheme (REGS), in which today result in signing the 4th agreement of REGS, in the amount of USD 10 million.

More significantly, with acknowledgement on the importance of zero percent risk-weighted of CGCC guaranteed portions, Maybank today signed the USD10 million of WGS with CGCC aiming to provide guarantees on existing business loans of Maybank by sharing risk with CGCC to reduce the risk weight on the portion of exposure guaranteed by CGCC. With WGS, Maybank will be able to reserve more capital for additional lending to potential businesses, especially small and medium enterprises (SMEs) to improve financial inclusion.

Through this partnership, CGCC and Maybank aim to support businesses in accessing financing more easily, while enabling Maybank to expand financing support with better risk-sharing arrangements. This cooperation is expected to contribute to business growth, strengthen PFI confidence, and support the development of priority sectors and Cambodia’s private sector resilience.
