Credit Guarantee Corporation of Cambodia Plc. (CGCC) is a state-owned enterprise established under the Ministry of Economy and Finance. CGCC was recently set up to improve financial inclusion and develop the growth of SMEs in Cambodia. It plays an important role in the economic development of the country.

Manager of Risk Management and Compliance
Key responsibilities:
- Support the Head of Risk Management and Compliance with the effective implementation of the Risk Management Framework (RMF) to establish an effective risk-based to identify, measure, monitor, control, and report company-wide risks.
- Ensure that sound credit risk measurement and monitoring are developed and implemented throughout the company in a standardized manner.
- Conduct an independent review of the credit guarantee applications/documents and provide the recommendation to the Head of Risk prior submit the guarantee applies to the approval authority.
- Assist risk owner to manage and control the credit risk and provide support in reviewing internal control documents i.e., frameworks, policies and procedures, etc.;
- Actively support efforts to identify credit risk-related issues and coordinate issues resolution management.
- Review and analyze the delinquent portfolio to identify key causal factors and lessons, and make recommendations to the Head of Risk and Senior Management.
- Prepare timely, comprehensive, and reliable credit guarantee exposure reports and credit-related reports on a regular basis and ensure.
- Close monitoring of credit guarantee portfolio through dashboards i.e., exposure limit/ceilings, credit guarantee portfolio management counterparty exposure limits.
- Assist the Head in preparing the meeting pack for the Board Risk Management Committee meeting.
- Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.
Qualification Requirements:
- Master/Bachelor Degree in Economics, Finance, Business, Management, Public Administration, or other related fields.
- At least 3 to 5 years of working experience in financial services, credit role, or particularly in the above respective responsibilities.
- Extensive knowledge of banking credit-related policy, process, manual, flows, and banking activities.
- Strong understanding of Credit analysis and policies and risk management principles.
- Proven coordination, communication, interpersonal and diplomatic skills.
- Ability to work effectively as a team with a sense of responsibility, flexibility, adaptability, and ability to learn and to work under pressure.
- Excellent verbal and written communication skills in Khmer and English.
- Competence with standard MS Office software (Word, Excel, PowerPoint).
Senior Executive/Executive of Product Development
Key responsibilities
- Assist in managing and developing Guarantee products to address the needs of SMEs.
- Assist in preparing all aspects of the product development, including design, structure, features, pricing, workflows, and approval process.
- Assist new product launches, including product launch plans, roll-out timings, etc.
- Conduct product training for internal colleagues and external stakeholders.
- Conduct market research and analyze market data to provide recommendations on how to design CGCC’s products and provide CGCC’s service to meet the market’s needs.
- Monitor and analyze sales trends and recommend marketing activities to achieve sales targets.
- Maintain networking and collaboration with CGCC’s stakeholders, including SMEs, FIS, associations, and governmental institutions to assist the development of SMEs.
- Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.
Qualification Requirements
- A minimum of bachelor’s degree holder in Economics, Finance, Business, Management, Public Administration, or other related fields.
- At least 3 years of working experience in product development in the banking/financial industry
- Proven coordination, communication, interpersonal and diplomatic skills.
- Ability to work effectively as a team with a sense of responsibility, flexibility, adaptability, and ability to learn and work under pressure.
- Ability to prioritize tasks effectively, maintain timelines, and manage/plan workloads effectively.
- Strong verbal and written communication skills in Khmer and English.
- Competence in Microsoft Office Software
Senior Executive of Human Capital and Administration
Key responsibilities
- Support and assist to prepare staff performance management systems, including staff confirmations, hiring policies and procedures including job analysis, job scope, staff identification, Key Performance Indicators (KPIs), and organizational structure and human capacity planning and productivity.
- Support and assistance to ensure, follow up and provide day-to-day HR policies, develop the HR policy/SOP, procedures, and operations, including recruitment process & retention, compliance, compensation & benefits framework, payroll and budget, job development, performance measurement, and personnel affairs, hiring recommendation and new contracts.
- Support and assistance to handle the HR planning process to determine the CGCC’s long-term staffing need through discussing the personnel needs with department staff and preparing personnel forecasts to plan employment needs and HR budget preparation & review HR plans for the CGCC.
- Manage and handle all matters related to employment, recording, maintaining employee records, and preparing HR reports for management.
- Assisting with recruitment program and formulating a proper exit interview process.
- Support and assist the staff Learning & Development framework to develop the staff knowledge and skills.
- Support and assist all aspects of administration affairs/functions; including public relations, labor liaisons, office operations, and maintenance of all equipment and supplies in accordance with CGCC’s purchasing policies and budgetary restrictions
- Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.
Qualification Requirements:
- Bachelor’s degree in HR Management, Public Administration, Management, Business Administration, or other related fields,
- At least 3 years of working experience
- Strong verbal and written communication skills in both Khmer & English
- Competent with MS Office (Excel, Word & PowerPoint).
Senior Executive of Marketing and Communication
Key responsibilities
- Support Strategy and Business Development Department and others in drafting CGCC’s business and marketing strategy to achieve business targets;
- Work with Marketing and Business Development Manager and Product Development Manager in preparing and conducting market research to gather market intelligence;
- Work with Marketing and Business Development Manager in applying the market intelligence to prepare and implement business, marketing, and branding strategy to expand CGCC’s outreach and ensure that SMEs & PFIs are aware of CGCC’s products and services;
- Draft CGCC’s corporate communications in Khmer and English for SBD management’s approval;
- Support for drafting and designing of CGCC’s marketing materials such as posters, banners, backdrops, leaflets, and others;
- Manage and maintain CGCC’s digital channels (Facebook, LinkedIn, Telegram, Website & others), and coordinate with agencies to produce content for those channels;
- Support and maintain networking and corporations with CGCC’s stakeholders including SMEs, PFIs, associations, trade chambers, governmental institutions, and media;
- Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.
Qualification Requirements
- Bachelor’s degree in Marketing, Business, Media & Communications, or other related fields
- At least 3 years of working experiences in marketing and/or corporate communications in the financial and/or banking sector
- Proven skills in marketing and applied research
- Ability to work effectively as a team and individual with a sense of responsibility, flexibility, adaptability, and willingness to learn
- Strong verbal and written communication skills in both Khmer and English
- Competence in Microsoft Office Software
- Knowledge of Creative Design Software would be a plus
Personal Assistant to CEO
Key responsibilities
- Assist the CEO in the timely management of communications, including written, telephone, email, and voicemail.
- Support the CEO by providing a high standard of personal executive-level assistance to meet the needs of the CEO’s objectives, including a significant amount of diary management, setting up meetings, hospitality, travel, and visa arrangements worldwide.
- Compose and edit letters, documents, emails, and proposals and ensure follow-up with those that required answers, responses, and written replies.
- Produces information by transcribing, formatting, inputting, editing, retrieving, copying, and transmitting text, data, and graphics
- Conserves CEO’s time by reading, researching, and routing correspondence; drafting letters and documents; collecting and analyzing information; initiating telecommunications.
- Assist in the management and organization of the CEO calendar by scheduling appointments, meetings, engagements, and daily activities, including running errands.
- Manage and coordinate travel for both business and personal arrangements for the CEO.
- Prepare agendas, attend meetings, and transcribe correspondence from handwritten
- Coordinate onsite meetings, luncheons, coffees, and in-house events.
- Perform a variety of office and personal errands.
- Typing, formatting, and editing reports, documents, and presentations.
- Entering data, maintaining databases, and keeping records.
- Liaising with internal departments, answering calls, and making travel arrangements.
- Managing internal and external correspondence on behalf of senior management.

Qualification Requirements
- Bachelor’s degree in English, Business Administration, Management, Finance, or other related fields.
- 3-to 4 years of experience as a personal assistant would be advantageous.
- Extensive experience in creating documents and spreadsheets, using office software such as MS Word, Excel, and PowerPoint.
- Advanced typing, note-taking, recordkeeping, and organizational skills.
- Ability to manage internal and external correspondence.
- Proficiency in appointment scheduling software such as MS Outlook, as well as call forwarding.
- Strong written and verbal communication in both Khmer & English.
