Job Announcement-Head of Centralized Operations (HCO), Senior Executive Credit Administration, Executive of Information Technology Services

Credit Guarantee Corporation of Cambodia Plc. (CGCC) is a state-owned enterprise established under the Ministry of Economy and Finance. CGCC was recently set up to improve financial inclusion and develop the growth of SMEs in Cambodia. It plays an important role in the economic development of the country.

  1. Head of Centralized Operations (HCO)

Key responsibilities

  • Managing all aspects of centralized operations; including branch operations (if any) credit operations, customer satisfaction and feedback management;
  • Develop all credit management and loan monitoring related policies, standard operating procedures, and framework credit policy;
  • Derive greater productivity and cost efficiency across all operational processes; including the review for process automation;
  • Be the owner of Organization & Methods matters and ensure proper documentation, tracking, and monitoring of policies, procedures, SOPs and to coordinate management of all operational policies & procedures across the company; including all non-credit authority, and develop and manage procurement policies & standards;
  • Design and maintain a loan monitoring and claims tracking system and analyze, monitor and update active/reject credit and loan files on a regular basis for management reporting;
  • Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.

Qualification Requirements

  • Master’s degree in Economics, Finance, Business, or other related fields.
  • All the respective candidates shall preferably be local Cambodian candidates with a strong background in senior-level management. They should have significant working experience in their respective responsibilities.
  • The candidates should have a minimum of 5 years of working professional experience in the Cambodian financial services industry, particularly in the above respective responsibilities.
  • Ability to work effectively as a team with a sense of responsibility, flexibility, and adaptability, and ability to learn and to work under pressure.
  • Proven coordination, communication, interpersonal and diplomatic skills.
  • Excellent verbal and written communication skills in Khmer and English.


  1. Senior Executive Credit Administration

Key responsibilities

  • Verify, double-check and ensure all PFI’s loan guarantee related documents both in soft and hard copies are completed and valid in compliance with the checklist for PFI’s guarantee applications;
  • Work closely with PFI to ensure that they are well served and work closely with CGCC’s relevant departments to ensure smooth and effective operations;
  • Record, update and safeguard loan guarantee-related documents/data submitted by PFIs.
  • Assist all aspects of centralized operations including credit operation, claims operation, the loan recovery process, and so on;
  • Assist the Manager, Centralized Operations on guarantee operational matters including developing operational procedures and policies;
  • Produce key loan guarantee reports by monthly, quarterly, semester and yearly report for presentation to stakeholders including CGCC’s Management team and CGCC’s Board of Directors;
  • Build and supervise a team of appropriate skills to assist him/her in carrying out his/her duties and ensure that they are trained, accordingly;
  • Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.

Qualification Requirements

  • Bachelor’s degree in Economics, Finance, Business, Management, Marketing or other related fields,
  • At least 3 years of working experience in financial services, credit role or particularly in the above respective responsibilities,
  • Proven coordination, communications, interpersonal and diplomatic skills,
  • Ability to work under minimal supervision and able to work under pressure.
  • Good verbal and written communication skills in both Khmer & English
  • Competent with MS Office (Excel, Word & PowerPoint).


  1. Executive of Information Technology Services

Key responsibilities

  • Provide customer service and technical support to end-users for hardware and software systems
  • Install the software on new or existing devices, in accordance with standard procedures
  • Diagnose, research, and resolve routine end-user issues in a timely manner through established protocol and troubleshooting; escalate as necessary
  • Assist in the set-up of new equipment and devices
  • Assist users and PFIs in obtaining access to systems
  • Assist in the tracking of hardware and software inventory
  • Ensure that support requests and incidents are maintained in the ticket system
  • Create support tickets, monitor their progress, and keep them updated
  • Provide guidance and explain policies and procedures to end-users
  • Contribute to documentation of incidents, internal processes and procedures, maintenance of equipment, and training manuals
  • Collaborate with senior executives to use and manage knowledge bases, frequently asked questions, and vendor documentation.
  • Carry out any other duties and ad-hoc assignments assigned by management as and when required for CGCC.

Qualification Requirements

  • Bachelor’s degree in information technology, Computer Science, or related field.
  • Fresh graduates are encouraged to apply for this job.

  • Knowledge of Microsoft Office 365.
  • Good time management and self-discipline.
