Credit Guarantee Corporation of Cambodia Plc. (CGCC) is a state-owned enterprise established under the Ministry of Economy and Finance. CGCC was recently set up to improve financial inclusion and develop the growth of SMEs in Cambodia. It plays an important role in the economic development of the country.

Manager of Product Development

Key responsibilities:

  • Ensure that guarantee products are developed to address the needs of SMEs and to generate income for CGCC.
  • Prepare all aspects of the product development including design, structure, features, pricing analysis, financial modelling, documentation, workflows, and approval process.
  • Develop a close working relationship with PFIs to ensure that the necessary support is provided to deliver good service by CGCC and ensure that any issues encountered by the PFIs are addressed by the respective departments.
  • Conduct market research and provide recommendations how to design CGCC’s products and provide CGCC’s service to meet the market’s needs.
  • Perform necessary tasks to ensure that the Company’s business targets are met.
  • Perform other work-related tasks assigned by management.

Qualification Requirements:

  • Master/Bachelor Degree in Economics, Finance, Business, Management, Public Administration, Marketing or other related fields.
  • At least 5 years of working experiences in financial services, particularly in the above respective responsibilities.
  • Proven coordination, communication, interpersonal and diplomatic skills.
  • Ability to work effectively as a team with a sense of responsibility, flexibility, and adaptability, and ability to learn and to work under pressure.
  • Excellent verbal and written communication skills in Khmer and English.
  • Competence with standard MS Office software (Word, Excel, PowerPoint).

 

Senior Manager Internal Audit  

Key Responsibilities:

The role will be to lead the Internal Audit division and bringing a systematic and disciplined approach to evaluate and improve the effectiveness in risk management, internal controls and governance processes:

  • Evaluate the internal and external audit processes, including issues relating to the system of internal controls, risk management and corporate governance within the CGCC.
  • Undertaking internal audits to ensure the CGCC meets its financial, operational and compliance objectives and maintain open lines of communication between the Board, the internal and external auditors for the exchange of views and information, as well as to confirm their respective authority and responsibilities.
  • Help the Board of Directors Committee and Executive Committee to provide reliable, valued and timely assessment on the effectiveness of the system of internal controls mitigating current and evolving key risks to enhance the effectiveness of the risk management culture within the CGCC.
  • Performs audit work, including plan preparation, workpapers, finding, and associated reports; verifies the accuracy of financial records as they pertain to assets, liabilities, receipts, expenditures, and related transactions or oversee the conflict-of-interest situations and related party transactions.
  • Assess the efficiency and productivity of internal staff and make recommendations for improvement.
  • Participate and assist with the annual Internal Audit plan, taking direction from the Board of Directors, Audit Committee, and Management team.
  • Playing an active role in the maintenance and review of policies and procedures, including ensuring they are up to date with all legislation and best practices.
  • Effectively integrate with the business/finance/operation internal auditors to align and collaborate on the audit scope, work execution, and reporting.
  • Manage a team of business/finance/operation Internal Audit professionals, demonstrate outstanding leadership skills, and provide ongoing coaching and sharing of experience.
  • Collaborate with functional leads and provide thought leadership and risk and compliance support as changes in business, process and operations happen regularly and at a fast pace.
  • Promote thought leadership for new ideas and new ways of working to drive continuous improvements in the team’s delivery of internal audit services.
  • Monitor company and regulatory developments and develop recommendations for policy, process, technology and internal control improvements.
  • Participate in the development and execution of data analytics-based audits in your Internal Audit work.
  • Provide audit results in the form of measurable outcomes, expressed financially where possible i.e. “outcome-based audits.”
  • Carry out any ad-hoc duties assigned to IAD by the Board of Directors, Audit Committee and Management team as and when required for CGCC.

Qualification Requirements:

  • Bachelor or Master degree in Accounting, Audit, ACCA, CPA or other relevant fields.
  • Strong background and experience with audit methodologies and techniques.
  • Have a minimum of 7 years of internal audit experience and a strong knowledge of internal control principles.
  • Have significant experience working with internal control frameworks.
  • Experience working with multinational organizations is required.
  • Proven coordination, communication, interpersonal and diplomatic skills.
  • Excellent verbal and written communication skills in Khmer and English.

 

Senior Executive/Executive of Credit Administration

Key responsibilities:

  • Verify, double check and ensure all PFI’s loan guarantee related documents both in soft and hard copies are completed and valid in compliance with the checklist for PFI’s guarantee applications.
  • Work closely with PFI to ensure that they are well served and work closely with CGCC’s relevant departments to ensure smooth and effective operations.
  • Record, update, and safeguard loan guarantee related documents/data submitted by PFIs.
  • Assist all aspects of centralized operations including credit operation, claims operation, loan recovery process, and so on
  • Assist the Manager, Centralized Operations on guarantee operational matters including developing operational procedures and policies.
  • Produce key loan guarantee report by monthly, quarterly, semester and yearly report for presentation to stakeholder includes CGCC’s Management team, and CGCC’s Board of Directors.
  • Build and supervise a team of appropriate skills to assist him/her in carrying out his/her duties and ensure that they are trained accordingly.
  • Carry out any other duties and ad-hoc assignments assigned by managements as and when required for CGCC.

Qualification Requirements:

  • Bachelor Degree in Economics, Finance, Business, Management, Public Administration, or other related fields.
  • At least 3 years of working experiences in financial services, credit role or particularly in the above respective responsibilities.
  • Proven coordination, communication, interpersonal and diplomatic skills.
  • Ability to work under minimal supervision and to work under pressure.
  • Good verbal and written communication skills in Khmer and English.
  • Competence with MS Office software (Word, Excel, PowerPoint).

 

Executive, Finance and Business Analytics

Key responsibilities:

Working in the Finance and Business Analytics Department, the Executive, Finance and Business Analytics is responsible for, but not limit to the following duties and responsibilities:

  • Register and maintain suppliers, Participating Financial Institutions (PFIs), and contracts information in system.
  • Check and verify supplier invoices and employee expenses to ensure compliance with finance manual and taxation.
  • Record the day-to-day transactions to accounting system correctly and on time.
  • Review and prepare payment to suppliers, employee expense claims and claims from PFIs in accordance finance manual.
  • Issue invoice to PFIs as per Company’s guideline.
  • Manage and collect the account receivable and deposit in the bank.
  • Manage and update fixed asset register
  • Preparing reconciliation report as per required.
  • File and maintain accounting documents in proper file and place.
  • Work with procurement units on purchasing process to ensure compliance with internal policies and relevant laws and regulations.
  • Assist to review and enhance internal control relating to physical assets control.
  • General finance administrative and other assigned tasks.

Qualification Requirements:

  • Bachelor’s degree in finance, Accounting, Banking, Business Management or related field
  • At least 2 years’ experience in financial management, accounting or bookkeeping
  • Excellent computer skills and proficient in excel, word and outlook
  • Excellent communication skills both verbal and written
  • Good knowledge of ERP system or other accounting applications
  • Be able to communicate effectively and professionally in Khmer and English both in writing and speaking.

Messenger/Driver

Key responsibilities:

  • Securely delivers packages, documents, written and verbal messages, and other items to intended location or recipient in a timely manner
  • Manages incoming mail so that it is opened, sorted, and distributed in a professional and timely manner
  • Processes outgoing documents
  • Maintains accurate records related to the receipt and delivery of packages, documents, messages, and other items, including tracking time of and parties to the delivery
  • Collect, seal, and stamp outgoing mail, using postage meters or envelope sealers
  • Safely transporting company staff as well as various products and materials to and from specified locations in a timely manner
  • Ensuring that the company vehicle is always parked in areas that permit parking in order to avoid towing
  • Providing accurate time records of the company vehicle’s coming and goings
  • Keeping the company vehicle clean and properly maintained by performing regular washing, cleaning and vehicle maintenance
  • Remaining friendly and helpful as you conduct your duties
  • Carry out any other duties and ad-hoc assignments assigned by managements as and when required for CGCC.

Qualification Requirements:

  • High school diploma or equivalent preferred
  • Excellent verbal communication and interpersonal skills
  • Valid driver’s license
  • Ability to maintain accurate records.
  • Ability to maintain the safety and security of packages, documents, messages, and other items received or being delivered.
  • Thorough understanding of maps and directions, and traffic rules
